สี่คำที่น่าสนใจในทางการบิน
1. Standards
Any specification for physical characteristics, configuration, material, performance, personnel or procedure, the uniform application of which is recognized as necessary for the safety or regularity of international air navigation and to which Contracting States will conform in accordance with the convention
2. Recommendation practice
Any specification for physical characteristics, configuration, material, performance, personnel or procedure, the uniform application of which is recognized as desirable in the interest of safety, regularity or efficiency of international air navigation, and to which Contracting States will endeavour to conform in accordance with the Convention.
3. Appendices
The appendices comprise material grouped separately for convenience but forming part of the Standards and Recommended Practices adopted by the council.
4. Attachments
The attachments comprise material supplementary to the Standards and Recommendations, or included as a guide to their application.
แปลแบบไทย ๆ ให้เข้าใจแบบงงน้อย ๆ หน่อยก็ ตามนี้ครับ
Standard คือ ข้อกำหนดขั้นต่ำที่ต้องทำให้ได้ตามนี้ ทำได้ดีกว่านี้ก็จะดีมาก เมื่อ ICAO กำหนด Standards แล้วก็ได้ให้คำแนะนำเพิ่มเติมไว้ด้วย เผื่อให้ทำตามนี้จะได้ไม่บกพร่อง ซึ่งหมายถึง Recommendation นั่นเอง
ส่วน Appendices แปลไทยได้ว่า ภาคผนวก แต่สำหรับ ICAO appendices เป็นภาคผนวกที่มีความสำคัญ เพราะเป็นสิ่งที่เป็นบทขยายความของตัว Standard นั่นหมายถึง บังคับให้ทำให้ได้ตามนี้
สำหรับ Attachment นั้นคือ สิ่งที่แนบมา เพื่อใช้ประกอบกับ recommendation practice (แสดงว่า ไม่ทำตามบ้างก็ได้ แต่ทำก็ดี) ในเอกสารต่าง ๆ ของ ICAO จะพอสังเกตได้จากคำว่า
shall หมายถึง ต้องทำ “must-do”—-> Standards
should คือ ควรจะทำ —–> Recommendation
Standards มาคู่กับ Appendix
Recommendation มี Attachment เป็นของแถม
เขียนแบบนี้แล้ว น่าจะทำให้อ่าน Annex และ Docs ต่าง ๆ ได้เข้าใจขึ้นนะครับ

Nice To Know about: ICAO Standards
“ICAO Standards is the minimum standards”
หมายความว่า เป็นข้อกำหนดขั้นต่ำ หรือมาตรฐานต่ำสุดที่ต้องทำ จะปฏิบัติต่ำกว่า ICAO standards ไม่ได้
ถ้าจะทำอะไรที่แตกต่าง ต้องแตกต่างแบบดีขึ้นและปลอดภัยมากขึ้น หมายความว่า Above Standards requirement
ถ้าจะเขียนให้ชัด ๆ ไปเลยคือ ถ้า follow ICAO standards คือได้แค่ผ่านเกณฑ์ meet standards แต่ไม่ได้หมายความว่า ดีที่สุดแล้ว แต่หมายถึง ผ่านเกณฑ์พอดี เหมือนสอบได้ 5 เต็ม 10 นั่นแหละครับ
